Dear Members of BASC,

Since assuming the position of Director, Customs-Trade Partnership Against Terrorism (C-TPAT), I have had the opportunity to meet with various members of World BASC, and have learned from my staff on the important relationship between BASC and U.S. Customs and Border Protection (CBP).  As C-TPAT enters another year providing support to BASC under my leadership, it is important that I learn more firsthand about the important effort under BASC, securing the supply chain between the U.S. and the Caribbean, Mexico and South and Central America.

World BASC and BASC Panama have been in discussion with Mr. Jaime Ramsay of my staff on holding a meeting in Panama City, Panama the week of May 3-6, 2005 with all Country and Chapter Presidents, and members of American Embassies in the region.  I would like to encourage each of you to attend this event that will be an excellent opportunity to meet, learn, resolve and discuss the future of BASC, and I look forward to seeing you in Panama at the BASC meeting.

If you have any questions, please contact Mr. Jaime Ramsay of my staff at (202) 344-1936.

Sincerely,

Todd Owen
